Record 253 million euros to be spent on development of Estonian road network in 2021

The Estonian Transport Administration (ETA) will be spending 253 million euros on the development of the national road network this year, of which 205 million will be covered from Estonia’s budgetary resources and 48 million from external resources.

“Our investment in the road network this year will exceed that of last year by more than 50 million euros, so it will be a record-breaking year on that front,” explained ETA Director General Kaido Padar. “We’re planning to build quite a few 2+2 road sections and to launch construction of the crossing points of national roads and the railway in cooperation with Rail Baltic. There’ll be nearly 250 procurements this year, but we hope to finish all the work that’s planned on time.”

Raido Randmaa, the director of the Road Maintenance Division of the ETA, points out that construction and repairs will be carried out on a total of 2081 kilometres of national roads and that 20 kilometres of new roads will be built this year. “We’ll also be concentrating on sealing gravel roads,” he said. “A record-breaking 322 kilometres of gravel roads will be fully asphalted this year. That’s more than 100 kilometres more than last year.” The aim of the ETA is to make gravel roads that see regularly use dust-free by 2030 by sealing them.

In total, construction and repairs will be carried out on more than 2000 kilometres of national roads this year, and that is before taking hazardous traffic sites and reconstruction work on bridges into account. A total of 322 kilometres of gravel roads will be sealed. A further 285 kilometres of such roads will be improved by way of maintenance repairs. In addition, 1162 kilometres of sealed roads will be improved using maintenance repair methods and 187 kilometres using restoration repair methods, while 105 kilometres of roads will be reconstructed. There are also plans to eliminate 57 hazardous traffic sites and to repair 20 bridges.

Major roadworks in 2021:

  • Construction of the Võõbu–Mäo 2+2 road section on national road no. 2 Tallinn–Tartu–Võru–Luhamaa, km 64.2-80.2

Construction work on this section will cost 58.7 million euros and will be completed in 2022. The work will be carried out by GRK Infra AS and GRK Infra Oy.

  • Construction of the Väo intersection on national road no. 1 Tallinn–Narva

This construction work will cost 20.6 million euros and be completed in 2021. The work will be carried out by Nordecon AS.

  • Construction of the Kanama–Valingu 2+2 road section on national road no. 11, Tallinn ring road, km 29.6-34.2

The estimated cost of this construction work is 28 million euros and it will be completed in 2022/2023. A public procurement has been launched.

  • Construction of the Kärevere–Kardla 2+2 road section on national road no. 2 Tallinn–Tartu–Võru–Luhamaa, km 166.7-171.1

The construction work on this section will cost 15.1 million euros and will be completed in autumn 2022. The work will be carried out by Nordecon AS.

  • Construction of the Riia intersection along with distributor roads on national road no. 2 Tallinn–Tartu–Võru–Luhamaa, km 180.1-181.9

The estimated cost of this construction work is 31 million euros. A procurement is underway and the work will be completed by the end of 2022.

  • Reconstruction of the Pühi–Makita section on national road no. 46 Tatra–Otepää–Sangaste, km 1.95-12.972

This construction work will cost 4.85 million euros and will be completed at the end of 2021. The work will be carried out by Teearu Grupp OÜ.

  • Stage II of the reconstruction of the road section before Sillamäe on national road no. 1 Tallinn–Narva, km 184.7-187.5. Construction of an intersection on Pavlovi Street

This construction work will cost 4.36 million euros and will be completed in autumn 2021. The work will be carried out by Nordecon AS.

  • Reconstruction of the Rägavere–Sae road section on national road no. 88 Rakvere–Rannapungerja, km 10.0-21.4

The estimated cost of this construction work is 3.9 million euros and the procurement has been published in the Public Procurement Register. The expected time of completion of the work is this autumn.

  • Reconstruction of national road no. 13105 Kõrve–Toila, km 0.0-5.4

The estimated cost of this construction work is 2.2 million euros and the procurement will be published soon. The expected time of completion of the work is this autumn.

  • Construction of the Pärnu–Uulu 2+2 road section on national road no. 4 Tallinn–Pärnu–Ikla, km 133.4-143

The cost of the construction work on this section is estimated at 46 million euros and it will be completed in 2023. It is not yet known who will carry out the work: procurement documents are being prepared.

  • Reconstruction of the Pärnu–Tori road section on national road no. 59, km 16.850-21.050, and the construction of a new Tori bridge

The cost of this construction work is estimated at 5.24 million euros and it will be completed in 2022. It is not yet known who will carry out the work: the procurement has been published in the Public Procurement Register (234487).

  • Reconstruction of the Mändjala–Läätsa road section on national road no. 77 Kuressaare–Sääre, km 11.226-21.150

The cost of this construction work is estimated at 3.5 million euros and it will be completed in 2021. It is not yet known who will carry out the work: the procurement has been published in the Public Procurement Register (233537).

  • Reconstruction of national road no. 81 Kärdla–Käina, km 16.915-21.690, and national road no. 12135 Käina–Hüti, km 0.000-0.600

The cost of the construction work on these sections is estimated at 3.72 million euros and it will be completed in 2021. It is not yet known who will carry out the work: the procurement has been published in the Public Procurement Register (233830).
