Types of inspection

Types of inspection are: 

• periodical technical inspection;
• re-inspection of periodical technical inspection;
• re-inspection requested by roadside inspection authority and​
• special inspection, which is divided into:
  • the inspection of an ambulance vehicle;
  • the inspection of a driving practice/test vehicle;
  • the inspection of a taxi;
  • the inspection of a vehicle intended for the carriage of dangerous goods (ADR);
  • the inspection of a ECMT vehicle.

Additional information about the content of the inspection and precise description of the inspection types can be found from regulation No. 77 "Conditions and procedure of checking the compliance of a motor vehicle and its trailer with the roadworthiness requirements", which was issued by the Minister of Economic Affairs and Communication of Estonia.

Vehicles that are necessary to submit for inspection

Motor vehicles, which must have valid regular periodical inspection:

• passenger cars and vans (M1, N1 category vehicles);
• trucks (N2, N3 category vehicles);
• buses (M2, M3 category vehicles);
• trailers (O1, O2, O3, O4 category vehicles);
• motorcycles (L3e, L4e, L5e, L7e category vehicles);
• light four-wheeled vehicles  (moped car, L6e category vehicles);
• tractors, mobile machinery and their trailers.

The following vehicles must not be submitted for regular periodic inspection:

• mopeds (L1e, L2e category vehicles); 
• off-road vehicles e.g. ATV, snow mobile (MS1, MS2 category vehicles);
• agricultural mobile vehicles (note on the registration certificate “põllumajanduslik liikurmasin").

The owner or authorised user of the vehicle must ensure that the vehicle complies with the roadworthiness requirements.

International of periodical technical inspection

The international certificate of inspection is a document certifying the validity of the inspection. The certificate is issued to an N2, N3, M2, M3, O3 and O4 category vehicle (with a laden mass exceeding 3,500 kg) that participates in international traffic. The certificate is recognised and required in the countries that are contracting parties to the “Agreement Concerning the Adoption of Uniform Conditions for Periodical Technical Inspections of Wheeled Vehicles and the Reciprocal Recognition of Such Inspections” done at Vienna on 13 November 1997 – the countries are Albania, Bulgaria, the Netherlands, Moldova, Romania, Finland, Ukraine, Hungary, Belarus and Russia. 

The list of the parts, devices, assemblies and equipment subject to a mandatory check at the inspection is established with regulation No. 77 of the Minister of Economic Affairs and Communication "Conditions and procedure of checking the compliance of a motor vehicle and its trailer with the roadworthiness requirements".

The technical condition of a vehicle must be in accordance with the requirements of regulation “Roadworthiness requirements of a motor vehicle and its trailer and requirements to equipment”.
