Seafarers Information System (MIS)

The Seafarers’ Information System (MIS) is a system that enables crew members, ship operators, and shipowners to quickly and conveniently manage documents required for seafaring, including the entry of seafarers’ sea service for the purpose of proving service time.

Frequently asked questions

The system can be used by all seafarers sailing under the Estonian flag, employers (shipowners and shipping companies, crewing companies), healthcare institutions authorised to issue seafarers’ medical certificates, educational institutions, and officials of the Transport Administration.

You can become a user in one of the following ways:

  1. By contacting the Seafarers’ Certification Department by email at [email protected] or [email protected].
  2. A doctor creates an account for you when issuing a medical certificate.
  3. An educational institution creates an account for you by adding documents.

You can log in using an ID card, Mobile-ID, or Smart-ID. After logging in, you can submit applications and manage your personal data.

  • Seafarer, crew member – apply for and obtain various documents without leaving home instead of going to the service office; add records, etc.;
  • Seafarer / crew member – store documents certifying qualification and allow ship managers and/or operators to use that information;
  • Shipowner or ship operator – see the certificates of competency and endorsements of their crew members as well as the validity of their medical certificates;
  • Educational institution – enter protocols and study results directly into the system;
  • Healthcare professional – issue medical declarations to seafarers.

After logging in, select “Person profile” and then “User details”. Make the necessary changes and save your contact details.

To exchange a foreign-issued certificate of competency for an equivalent Estonian certificate, the required documents must be submitted and specific requirements must be met. Detailed instructions and requirements are available on the Transport Administration’s website.

In the Seafarers’ Information System (MIS), you can enter sea service records required to prove service time. After logging in, select Person Profile and then Practice. You can enter ship repair practice, seagoing service, or inland vessel practice.

Yes. In the Seafarers’ Information System, ship managers and/or operators can view certificates of competency, endorsements, and the validity of medical certificates of their crew members, provided that the seafarer has granted permission.

Select Person Profile and then Access, where you can generate an access link for viewing specific documents and set a validity period for the link.

The Seafarers’ Information System has been created to promote the issuance of digital seafarers’ documents. Through the system, seafarers can submit applications and store their qualification documents.
