In order to amend register data, the owner, his representative or another entitled person of the vehicle/watercraft must submit a proper application to the Road Administration within five working days of the change in the data.
The Estonian Transport Administration has the right, if necessary, in particular if vehicle data is amended or needs to be specified or the vehicle does not have a valid identification number, to require the vehicle to be presented for inspection before amendments are made to register data.
Even though it is not necessary to carry registration certificate daily, it is necessary for conducting traffic register activities, except if you are applying for activities through the Road Administration e-service. Please make sure that you carry a valid registration certificate when coming to the Road Administration service bureau.
The Road Administration conducts register activities on the basis of an application submitted by the vehicle owner or the owner’s representative or another person entitled to apply for register activities. The application and other necessary supporting documents must be submitted in at least written or other equal electronic form.
The application should at the least state the following:
- the vehicle owner´s name and surname or business name, personal identification code or register code, number of the personal identification document, contact details (address, telephone or e-mail address);
- the name and surname of the representative, personal identification code or date of birth, number of the personal identification document in case the application is submitted by a vehicle owner´s representative;
- vehicle data (registration number, identification number)
- Register activity applied for;
- the name and surname or business name of related persons (e.g. user), personal identification code or register code, contact details (address, telephone or e-mail address).
Amending data regarding persons related to the vehicle
Amendments of personal data linked to the vehicle must be formalised within five working days of the change in the data. We recommend using the Estonian Transport Administration’s e-service which, in addition to being convenient, also has cheaper state fees but relevant register activities can also be applied for at the Estonian Transport Administration service bureaus.
It is not necessary to present the vehicle for inspection in order to amend personal data, but if you are applying for amendments at the service bureau, a valid registration certificate must be presented in addition to other required documents.
The following amendments of personal data must be formalised:
- Amendments to the vehicle owner´s data
- change of name, legal form or location of a legal person;
- change of name or place of residence of a natural person;
- Change of ownership
- on the basis of a document proving transfer of ownership (e.g. sales contract);
- on the basis of a bilaterally signed application at the Estonian Transport Administration service bureau in the presence of the owner and buyer of the vehicle or their authorised representatives;
- on the basis of a notarised contract, certificate of succession or other notarised document;
- on the basis of a court order or ruling (e.g. vehicle confiscated by the state);
- on the basis of an act or contract signed by insurer
- Amendments to the data of the user or users of the vehicle
- Change of authorised user
- Adding/changing/omitting user(s)
The vehicle is generally registered to one person. In case a vehicle has several owners, all owners shall be registered as co-owners and one co-owner shall be appointed by them to be registered as an authorised owner. Registration certificate shall state the owner and authorised user and the comment field will include a note stating "co-ownership".
Up to 6 users, including 1 authorised user can be added to the vehicle.
In case the owner or (authorised) user of a vehicle that has a notation concerning a prohibition on disposal, the consent of the setter of the notation concerning a prohibition on disposal has to be submitted along with other required documents. The amendment of register data of a wanted vehicle is not allowed.
Transfer of a co-owned vehicle without the consent of the other co-owner is not allowed. In case the co-owner is not present at the service bureau at the time the change of ownership is formalised, a written or digitally signed consent must be presented.
User of the vehicle can be changed or entered on the registration certificate on the basis of a written application by the owner of the vehicle or their authorised representative and it must include the personal identification code, name and surname and address of the user, and register code, business name and location in case of a legal person. If the vehicle is being used under a contract for use or a sales contract with reservation of title of ownership, data of the relevant contract and consent of the authorised user must be submitted in order to enter the authorised user in the register.
Notification of transfer
In case of vehicle transfer the registered owner may submit a proper application to the Estonian Transport Administration in which he states that the vehicle is to be transferred. The application must include a document proving transfer of ownership (e.g. sales contract). This will help avoid problems and disputes in cases where the new owner of the vehicle has not fulfilled his legal obligation to register the vehicle within five working days. The registered owner, however, is held responsible for various legal requirements (e.g. cautionary and parking fines etc.).
If the new owner of the vehicle has not applied for a change of ownership within the given time period, the RoaEstonian Transport d Administration will temporarily delete the vehicle from the register (until the application is submitted). The use of a vehicle that is temporarily deleted from the register is prohibited!
The Estonian Transport Administration will make a proper entry on the basis of the application submitted by the registered owner which will also include the data of the new owner. This is not the entry of ownership transfer, only the notification of the fact that the previous owner has notified the register of the ownership transfer!
Notification of transfer does not require presenting the registration certificate.
Restoring lost/stolen/destroyed documents and registration plates
In case the registration certificate or registration plate is lost, stolen or has become unusable, document replacement or a duplicate registration plate can be applied for.
In order a new registration certificate or registration plate to be issued, an application and an explanatory letter stating the reasons for the replacement of the document/registration plate must be submitted through the Estonian Transport Administration’s e-service or at the service bureau.
A duplicate registration plate means that the number and letter combination will stay the same.
A state fee should be paid for issuing a new registration certificate or registration plate (duplicate).
In case the registration certificate is stolen or destroyed as a result of a fire and a proper certificate by the Police and Border Guard Board or Rescue Board is submitted, the state fee rate for issuing a new registration certificate is lower.
