Reconstruction of a vehicle

The owner must submit an application for the reconstruction of a vehicle.

Digitally signed and freely formatted application can be submitted by sending an e-mail to info@transpordiamet.ee or by filling in the proper form at the Estonian Transport Administration service bureau. If the applicant is not the registered owner of the vehicle, written authorisation or a copy of the sale/purchase contract must be added to the application. If the vehicle belongs to a legal person, the application must be signed by a board member.

Reconstructed vehicle must meet all established technical requirements, but the requirements are applied on the basis of the time the vehicle first came to use. It is recommended to draw up a table that includes photos and keep all purchase invoices of materials and works related to the reconstruction.

The Estonian Transport Administration shall inspect the vehicle given permission for reconstruction after the reconstruction has finished to verify that it complies with established technical requirements. If the reconstructed vehicle meets all requirements, the technical department of the Road Administration shall draw up a decision of reconstruction for the vehicle.

Vehicles constructed on an individual basis

Vehicle

M1, N1, O1, O2 and L category vehicles are allowed to be constructed on an individual basis.

A vehicle constructed on an individual basis must comply with established technical requirements. The appearance of the vehicle must differ from vehicles manufactured in a factory.

Vehicles of category M1 or N1 must have a self-constructed bodywork or frame. The braking system and steering wheel must be acquired from a series-produced car. At least the following parts and devices must have EC or E type approval:

  • front windscreen;
  • safety belts;
  • tires;
  • lighting and light signalling devices;
  • rear-view mirror.

Brake system of a vehicle of category L must be acquired from a series-produced car. At least the following parts and devices must have EC or E type approval:

  • tires;
  • lighting and light signalling devices.

At least the following parts and devices of a vehicle constructed on an individual basis belonging to category O1 or O2 must have EC or E type approval:

  • coupling device;
  • tires;
  • lighting and light signalling devices.

The constructor of a vehicle on an individual basis should submit an application to the Estonian Transport Administration for registering the individually constructed vehicle.

The vehicle must be presented to the Estonian Transport Administration or technical service appointed by the Road Administration for a roadworthiness test. Upon passing the roadworthiness test, the Estonian Transport Administration will issue a single vehicle approval for the vehicle which is the basis for registering the vehicle.

Vehicles constructed on an individual basis belonging to category O1 and O2 are registered at traffic register bureaus during pre-registration inspections following first come first served policy.

A state fee shall be paid for the issue of a single vehicle approval.

Tractor and its trailer

Tractors belonging to category T1, T2 and T3 and their trailers may be constructed on an individual basis.

Vehicle constructed on an individual basis must meet all established requirements set for vehicles that travel on roads. The appearance of a vehicle constructed on an individual basis must differ from vehicles manufactured at a factory.

Braking system components, steering wheel components, lighting and light signalling devices, front windscreen, rear-view mirror, tires and coupling device of a vehicle constructed on an individual basis must be certified or acquired from a series-produced tractor.

The constructor of the vehicle should submit an application for the construction of the vehicle to the Estonian Transport Administration.

A vehicle constructed on an individual basis must be presented to the Road Administration or a testing centre appointed by the Estonian Transport Administration for a roadworthiness test. Upon passing the roadworthiness test, the Estonian Transport Administration will issue a single tractor approval for the tractor and a type approval for the trailer.
