Application for, issue and validity of an ADR driver training certificate

You can apply for an ADR driver training certificate and register for the ADR theory test at the Estonian Transport Administration e-service or at the Estonian Transport Administration’s service bureau. There are two ways to receive the certificate – by unregistered letter within Estonia or from the Estonian Transport Administration’s service bureau. The Estonian Transport Administration will issue a certificate within ten working days of the date of successful completion by the applicant of the latest test or submission of the application (duplicate certificate).

Conditions for applying for a certificate:

• permanent residence in Estonia or employment under an employment contract or a contract governed by the law of obligations with a carrier or a person entered in the commercial register or the register of non-profit-making associations and foundations (a person whose permanent residence is proved by the population register data can apply through e-service);
• having held a valid driving licence for category B, C1 or C motor vehicles for at least two years, including a provisional driving licence (if no details are available in the motor register, the applicant must present a foreign driving licence at the service bureau);
• information about completion of basic, special or periodic ADR training or a valid Estonian ADR driver's certificate (for ordering a duplicate certificate);
• details of basic, special or continuous ADR training or a valid Estonian ADR driver certificate (to order a duplicate certificate);
• to renew the certificate, the applicant must have a certificate in the motor register or a certificate issued by a competent authority of a member country of the ADR Treaty and no more than two years must have passed since the expiry date of the certificate;
• to expand the certificate, the applicant must have a certificate in the motor register or a certificate issued by a competent authority of a member country of the ADR Treaty and the certificate must be valid;
• has a photograph and a signature image up to five years old in the motor register or the identity documents database;
• has paid the state fee (can be paid during the application process).

The ADR driver certificate is valid for five years from the date on which the driver passes the initial basic training test, including if more than two years have passed from the expiry of the previous certificate. If the driver wishes to renew the certificate, the validity term of the certificate is: five years from the date of passing the periodic training test, if the test is taken earlier than twelve months before the expiry of the certificate (including if the certificate has been invalid for less than two years), or five years from the date of expiry of the previous certificate if the periodic test is taken within twelve months before the expiry of the certificate.

ADR training (basic, special, and periodic training) is valid for two years. During this period, you must successfully pass the ADR exam administered by the Transport Administration. If you do not pass the exam within two years, you must retake the training. If desired, periodic training can be replaced with basic training and its exam.

General requirements for the test:

• The test can be taken in Estonian, English and Russian. If necessary, an impartial interpreter (including sign language interpreter) can be provided at the applicant’s expense.
• In a multiple-choice test, each question must have at least one correct answer. When assessing the test result, the test is considered to have been passed if the testee answers at least 60 per cent of the test questions correctly.
• The test is conducted by a tester appointed by the Estonian Transport Administration.
• The test will be held at the Estonian Transport Administration’s service bureau of the testee’s choice on a pre-registered date and time.
• The time of the test can be changed at least three working days before the test at the Estonian Transport Administration’s e-service or service bureau.
• If the testee fails the theory test, they may retake the exam, but not earlier than the day after the date of the failed exam, and must pay the state fee for the exam again.
• If the testee does not pass the basic or periodic training exam, the special training exams related to the application will be canceled.
