National Road Management Plan

Activities related to national roads are financed on the basis of a road management plan, the preparation and establishment of which is regulated by § 1¹ of the Traffic Act. The road management plan consists of several targeted activities (measures).

The Road Management Plan (THK) provides an overview of the bases for financing road management and the principles of planning, which determine the order of road maintenance works on Estonian national roads. The works to be carried out from the maintenance and development costs of the road network and their need and volume are described. The general data of the road network, the condition of national roads and its changes are introduced. The road management plan consists of a textual part, a financial plan and a list of construction and reconstruction objects of national roads.

On 12.02.2026, the Government of the Republic approved the National Road Management Plan for the next four years by order
