The largest-ever mobility study in Estonia will be launched with 12,000 people helping map how Estonia really moves

On 4 March, Turu-uuringute AS will conduct the EELU2026 mobility study of the residents of Estonia on behalf of the Estonian Transport Administration and the Tallinn Transport Administration. The purpose of the study is to gain a comprehensive understanding of the daily travel patterns of people and, based on the data collected, to support the planning, development, and policymaking of mobility solutions. This includes further development of the national mobility model, which takes into account different modes of transport – walking, cycling, car use, and public transport.

This is an extension study: a similar survey was first conducted in 2021 with approximately 6,500 participants. The new results will help assess whether travel habits have changed over the past five years and will contribute to refining the mobility models for Tallinn and the rest of Estonia.

‘Mobility planning cannot be based on assumptions. In order to make decisions that genuinely improve the travel options of the people – whether that means safer routes to school, better connections, or street space where people actually move – we need a reliable picture of real life. EELU2026 will provide that picture across the entire Estonia,’ said Johann Peetre, Head of the Mobility Planning Department at the Transport Administration.

‘The travel routes and choices in Tallinn and its surrounding areas evolve over time, and the city must be able to rely on real data when making decisions. The more precisely we understand how people travel to work, school, and everyday destinations, and which connections truly function in practice, the better we can plan mobility in a way that supports the daily lives of the residents and the functioning of urban space,’ explained Liivar Luts, Head of the Strategic Mobility Planning Department at the Tallinn Transport Administration.

Approximately 12,000 Estonian residents aged 7–80 will be invited to participate in the survey and the sample will be formed at random from the Population Register. The selected individuals will receive an invitation by email. The questionnaire consists of background questions and a travel diary, in which participants are asked to record their movements on two specified days.

‘If you have been selected, you will receive an invitation by email. In the course of the survey, we will never ask for your bank passwords or request that you enter your PIN codes. Responses will primarily be collected online, and the questionnaire has been designed to be straightforward and reasonably time-efficient,’ said Tõnis Stamberg, CEO of Turu-uuringute AS.

Participating in the study is voluntary. All data protection requirements will be strictly observed, and results will be published only in aggregated form.

The summarised results of the study will be published in generalised form in the first half of 2027 on the website of the Estonian Transport Administration.
