Vehicles used on Estonian roads must be registered in the vehicle register. “There are many benefits to transferring the registration to Estonia,” said Carl Joosep Piirfeldt, service manager of the Transport Administration vehicle register. “For example, vehicles registered in Estonia can be insured by local insurance companies, which is many times cheaper for the owner of the vehicle.”
The bill drafted last year by the Department of Communication and Marketing enables the easier registration of Ukrainian refugees’ vehicles in Estonia. A portion of vehicles from Ukraine aren’t made for the European Union Market, which is why they don’t have European type-approval and the vehicles may not meet all of the requirements in effect in Estonia. The Transport Administration can give individual vehicle approval to vehicles from Ukraine even if some of the required documents are missing.
“Ukrainian citizens who are beneficiaries of temporary or subsidiary protection do not need to submit initial type tests for vehicles that lack European type-approval,” explained Piirfeldt. The obligation to pay the state fee of 205 euros for individual vehicle approval and 192 euros for registration and the registration plate remains. A prerequisite for the confirmation however is that the Transport Administration has ensured the vehicle’s safety in traffic through testing and confirmed that the vehicle belongs to the individual. If the vehicle doesn’t belong to the driver, the vehicle owner’s approval is required for registration. A customs declaration must be submitted in order to register.
A customs declaration must be submitted within 12 months of becoming a beneficiary of temporary or subsidiary protection in order to receive the toll rebate. If the customs declaration is submitted later, customs duty as well as value added tax must be paid.

The Transportation Administration will not register vehicles registered in Donetsk and other areas occupied by Russia.
Vehicles that will not be used on Estonian roads do not need to be registered in the vehicle registry.
