Among other things, the new sanctions by the European Union ban vessels certified by the Russian Maritime Register of Shipping after 8 April 2023 from entering ports and locks in EU member states.
All certificates issued to member states by the Russian Maritime Register before 7 October 2022 will be revoked and their validity will be suspended by 8 April 2023 by the relevant member state acting as flag state.
Member states that have authorised the Russian Maritime Register to perform full or partial verifications of legal certificates and to issue or renew relevant certificates will withdraw authorisation by 5 January 2023.
Until the withdrawal of authorisation is complete, member states shall not permit the Russian Maritime Register of Shipping to perform or delegate to it tasks that, in accordance with the maritime security policy of the EU, can be performed by organisations certified by the EU, including verification and inspection of legal certificates and the issuing, approval and renewal of relevant certificates.
The Police and Border Guard Board shall verify whether a vessel is certified by the Russian Maritime Register of Shipping and will not allow vessels to enter inland maritime waters (with the aim of bunkering) and ports if the vessel is certified by the Russian Maritime Register of Shipping.
