“We want our customers to be able to carry out important procedures quickly and conveniently through the e-service, without leaving home or work. This saves both personal and company time and money. In addition, most of the services offered through e-service are cheaper for customers due to lower state fees compared to those performed at a service bureau,” said Joel Jesse, director of traffic division of Transport Administration.
With digital registration, customers will be able to register their used passenger car or van without leaving home, and the registration plates and certificate will be sent to them by mail. A strong emphasis is placed on security.
“This is a system where we also use the DriveX photo application, which allows customers to take the necessary pictures of their vehicle. The photo app works only within the territory of the Republic of Estonia. Furthermore, the plan is to continue developing this service in the coming years,” Jesse added.
According to Jesse, the digital registration being introduced in Estonia is innovative on a global scale, as no other country is known to use such an e-service.
The use of the Transport Administration’s e-services has been steadily increasing every year. In 2024, 87% of customers preferred to use e-services when their chosen service was available online. In comparison, in 2018 the share of transactions conducted through the e-service was 64%. This shows that more and more Transport Administration customers prefer e-services over traditional service bureau visits. The number of in-person customers at service bureaus has nearly halved over the past 10 years — from 585,000 to 278,000 in 2024.
