Road user charge rates have been differentiated in a way that more polluting heavy-duty vehicles pay proportionally more than less polluting vehicles.
The new daily rate will be between 13-40 euros and the annual rate will be between 200-2000 euros, depending on the EURO emission class, maximum laden mass, and number of axles of the vehicles.
Zero-emission heavy-duty vehicles will be able to drive free of charge until the end of 2025 and starting from 2026 they will be subject to user charge, as well.

As of 1 January 2024, the maximum penalties for persons who allow others to drive or drive a vehicle themselves without paying the road user charge or if the road use charge has been paid at a lower rate will also change.
